Since the pocket flaps don't actually do anything, there's no need to make buttonholes in them. I mark a baseline for the loop five eighths inch from the high point of the scallop, and mark a centerline for the outer loops one inch in from the edge. Space the other two loops equally across the pocket flap.
A word on looping. In fact, many words: here is my paper on forming and placing loops. Even if you receive your loops already formed, this paper shows you the difference between Right Handed and Left Handed loops, and shows which loops go where.
